NSW: Police Association says complaints system out of control

The New South Wales Police Association says officers are so afraid of getting caught
up in the complaints system they sometimes pay little attention to minor offences.

The association says the complaints system is out of control and has reached joke proportions
by tying up hundreds of officers daily on minor issues and anonymous complaints.

Association president IAN BALL says some officers may even think twice before issuing
a traffic ticket.

He says it is one of several key problems plaguing the service's reform agenda.

The Association today released a 43-page report on the the progress of reform since
the Wood Royal Commission in 1997.

Mr BALL says more than 7,500 complaints were lodged against police in 1999/2000, with
the overwhelming majority from the public.

He says it isn't a bad result given police have a couple of million contacts every
year - and only one of those complaints was not investigated.
